Primary Market vs. Secondary Market: Where Is the Demand Higher in Ukraine?

Interruptions in power supply have negatively impacted the sentiments of citizens for some time. Potential buyers are highly sensitive to changes and discomfort, often leading them to temporarily postpone housing purchases. However, with the transition from emergency to scheduled power outages in the fall and the gradual adaptation of citizens to electricity restrictions, activity in the primary real estate market is slowly recovering.

According to forecasts, in the near future, about two-thirds of buyers will focus on high-quality residential complexes nearing completion, primarily in the safer and more protected western regions of the country, including Zakarpattia, Lviv, Bukovyna, Ivano-Frankivsk, Volyn, as well as in Kyiv and the Kyiv region.

The secondary market in Ukraine today can offer more affordable housing, especially if the property is located in a less populated area or requires renovation. On the other hand, new developments boast better-quality housing, modern construction technologies, and infrastructure. As a result, new housing offers several advantages over the older housing stock.

Clients are turning away from secondary market apartments due to:

  • outdated entrances with Soviet-era painted walls, often accompanied by unpleasant odors;
  • cold walls, requiring immediate insulation upon purchase;
  • inconvenience for families with small children;
  • old plumbing and electrical wiring;
  • small elevators.

The demand for primary and secondary real estate in Ukraine depends on various factors, including the economic situation, mortgage availability, location, and infrastructure benefits. The primary market attracts with its modern amenities, new construction technologies, and payment plans from developers, while the secondary market offers immediate move-in options and more affordable pricing. The choice between primary and secondary housing is determined by the individual needs of buyers, but both segments continue to have steady demand across different regions of Ukraine.
